The scene takes place in a New York City parking lot, presumably at a hotel. The lady went ballistic upon learning she arrived a few minutes past the hour and had to pay for the whole hour. Tourists, man. Always so entitled. The clip’s description from LiveLeak tells the sordid tale:

She shouted, “Learn how to speak English, you f*cking idiot” to the parking lot attendant. Then came several, “You’re garbage … You’re such a piece of sh*t. Go back to your country where you belong. You won’t have a job tomorrow.” All of this fuss over a $7 charge in Manhattan. You can’t even get a glass of freshly-squeezed orange juice for that price in the city.
