That's Luther, Obama's Anger Translator speaking on Hillary Clinton running for president, during a bit for the 2015 White House Press Correspondents' Dinner in Washington D.C. this weekend.
The screaming-prone character (Keegan-Michael Key) was taken straight out of the popular “Key & Peele” sketch and given over to the ACTUAL President Obama for a time.
Typically, it's Key's partner Jordan Peele playing the mild-mannered president-elect. But Obama actually showed by the end of the sketch that he maybe doesn't need an Anger Translator — “You need counseling.”
