Director James Gunn made the announcement on Twitter and Facebook:

There were a few more cast additions, too: Elizabeth Debicki, Chris Sullivan, and, as was previously announced, Pom Klementieff.
Gunn even told us who Klementieff will be playing:

And, as you can see, refused to say which roles the others will fill. But there's plenty of speculation already that Russell will be Peter Quill's father (and has been for some time now) … which Gunn sort of denied:
