According to Yahoo News, Bill Murray was cruising through downtown Stockholm (which is in, like, Iceland or something) in a golf cart when he was pulled over by police.  The cops smelled alcohol and asked Murray to take a breathalyzer, which he refused.

"He refused to blow in the (breath test) instrument, citing American legislation," Holmlund told The Associated Press on Wednesday. "So we applied the old method — a blood test. It will take 14 days before the results are in."

Holy shit, you can get break the law in other countries and then just cite American legislation?  Next time I'm in Tijuana, beating up a tranny for tricking me into blowing her, when the cops show up, I'll just be like, "Sorry, Pedro, I'm allowed to do this, it says so in the fifth commandment of the constitution."
